Setting Field Dominance to Progressive in a progressive timeline will make every field available for proper deinterlacing using advanced tools such as Fieldskit, which give you far better deinterlacing options and even motion estimation. But if you decide to digitize your tape with a regular VCR, thru its SD video output, then your dominance will be the one of your video board, that is in general upper.
